Emergency Contact List

Last week an outdoor pipe burst at one of our neighbor’s houses. I and a bunch of people saw this but we had no way of contacting the neighbor telling them of the problem. Luckily none of the water got into the house and the fire department eventually came by and turned their water off at the main.

Partly in response to this event, there was a suggestion at Alina and Marc’s very successful holiday open house that we start an emergency contact list. I think this is a great suggestion and if you think so too, send me an email with your name, address, email and phone number and I’ll add you to the list.

I’ll send the list out to participants via email whenever there are updates. To maintain people’s privacy, I will NOT publicly post the list or provide a copy of it to anyone who is not on the list or a resident of Nelson Ave.

I’m getting the ball rolling but if you would like to help me out by maintaining the list once created, let me know – I’d be glad to have the help.

Bridge Realignment

I was at the bridge meeting on Monday evening. Here’s my take on how the bridge construction will affect Nelson Ave.:

Timing:
As with any large construction project, this one will be done in phases. It’ll also take about 30 months beginning this January so we can look forward to construction through the summer of 2008. But affects on Nelson Ave. will probably be less than that.

Traffic:
We probably won’t see any change in traffic on Nelson until about 2/3 of the way through the project when the earth ramp at the intersection of Monroe Ave & Rt. 1 is leveled. We might see slightly reduced traffic then (but this is only speculation on my part). For the whole project, there are two big traffic issues – the Slater’s Lane connection (quite contentious at the meeting) and how people will get to Route 1 when Monroe is under construction. I wasn’t so clear (or paying as much attention) about the Monroe Ave. – Rt. 1 connections/detours but Slater’s Lane looks to be a big problem. The *planned* detours are quite complex and, quite frankly, poorly thought out. But given the large number of people who denounced this in the meeting, it might be changed.

Construction Noise/debris/etc.:
The new bridge piles will be driven in the spring for a roughly three month period. We’ll most probably hear them but given the distance, probably won’t feel the driving. All pile driving will be during the day M-F and possibly on Saturday (during the day) if they need to make up days. None of the construction trucks should be coming down Nelson or Mt. Vernon.

Complaints/Problems:
Contact the city if you have any…

Pedestrian Access
The city and contractors are trying to reduce pedestrian access to the bridge by eliminating a stairwell where the Monroe Ave. extension will meet the bridge. If they do succeed at this, it’ll add upwards of a 1/2 mile to anyone’s bike/pedestrian journey from Del Ray to the other side of the tracks. This is a situation which will probably be worse than it is today given the relatively direct route that currently exists. If you have any information on the status/background on this, please post below.

Finally, the two areas which will be most affected are those just east and South of Rt.1/Slaters Lane (I don’t know the name of the neighborhood) and an area of Del Ray around Rt. 1 and Howell, Bellefonte, etc.

Holiday Open House

While I was out bombarding the neighborhood this afternoon with flyers promoting the Nelson Ave Gang I met Alina who was also distributing flyers for their holiday open house. Seeing an opportunity, I asked her if I could post the details here for the whole street and she was quite happy to allow this. Here’s the text of her cool flyer:

Like to Live Dangerously?

If you have ever tried to walk or drive across Mt. Vernon Avenue from Nelson Avenue, you can understand the nature of this question. Like many of the intersections along Mt. Vernon Avenue, the intersection at E. Nelson and Mt. Vernon Avenue can be very challenging to navigate. This challenge is caused when cars park too close to the street corners and impede visibility.

This year alone there have been 2 car accidents reported to the police at this intersection. I personally had a close call one evening because two large SUVs that were parked on Mt. Vernon Avenue completely blocked the visibility of on-coming traffic from cars on E. Nelson Avenue. I was even in an SUV myself. It was quite a frightening experience.

Virginia state law indicates that “No person shall park a vehicle or permit it to stand… twenty feet from the intersection of curb lines…” (§ 46.2-1239). This law is broken every day all day all over Del Ray. A very reliable source told me that if a ticketed driver contests the ticket in court, the judge will dismiss the case if there is not a “No parking here to corner” sign indicating the parking restriction. Based on my personal observation, the law is not enforced unless it is grossly violated (the car has to be parked partially in the intersection), or reported to police by a resident.

Several of the neighbors on Nelson Avenue have sent written requests to the city requesting that “No Parking Here to Corner” signs be installed at the corners of Mt. Vernon and Nelson Avenues. Through much persistence, the city has installed the signs on the West side of East Nelson Avenue. While this has helped significantly in making it easier to turn onto E. Nelson Avenue from Mt. Vernon Avenue, it doesn’t make crossing or turning onto Mt. Vernon Avenue any safer.

I have personally submitted a written request for a “No Parking Here to Corner” sign for the Northwest corner of Mt. Vernon Avenue where it intersects E. Nelson Avenue (adjacent to the apartment building). I recently contacted the city about my request and they said they were “waiting to see” how the other signs that were installed were affecting the problem.

I think the city is hesitant to install signs that enforce parking restrictions because it will eliminate parking that patrons use for the businesses along the avenue. Hello city – do you consider ample parking a fair tradeoff for car accidents and potential personal injury? I hope not.

If you are wondering what you can do to assist with making this intersection better, you are in luck! I know exactly how you can help:

1. Send an email to Laurie Macnamara (lauriedrca@aol.com), the President of the Del Ray Citizen’s Association, and let her know that we need support on making this a safer intersection.
2. Send an email to Bob Garbacz (bob.garbacz@alexandriava.gov), City of Alexandria T&ES, and request that “no parking here to corner” signs be installed at all corners of this intersection.
3. If you see a car parked within 20 feet of a corner regardless of whether there is a sign there, call the Alexandria City Police non-emergency number (703-838-4444) and report it.

I think if everyone lets the City know how much of a problem this is, it will get fixed. Don’t be shy, please send emails and call!
